Can a us citizen perform a citizen's arrest under Michigan or Federal law?

Can a Michigan citizen arrest government workers appearing to violate their oath of office: by violating our constitutional rights in the performance of their duty? A female Kalamazoo City Commissioner was charged with obstruction of justice & obstuction of a police officer. Battle Creek, Michigan police failed to state way they were arresting a young man at a high school basketball game. The Commissioner was using her phone camera and asking why they were arresting him without phyically stopping the arrest. An officer was yelling at her to stop filming. She felt his behavior was so bad she filed a complant againt the officer. She wasn't arrested or given an apperance ticket. The city later issued a warrent for her arrest without informing her. She was tipped off and surrendered. She belives the charges are a payback for filming the arrest. Not informing her of the VIOLET FELONY WARRENT: left her open to a blind sided/ tramatic arrest/guns drawn/ruff handling and a jail strip-search.

Are we being subjected to a double standard here? Police routinely video citizen contacts, but citizens can't video police conduct if they are not interfering with a police procedure? Shades of Rodney King... I am noticing LOTS of recent police misconduct filmed by citizens (discretely).
The City Commissioner warrant was obviously payback, a harassment under color of law. She can have their @sses under Title 18 USC 241-242.
